area "E" - York
Goal Objective: Redevelopment/Attraction and Expansion of
Manufacturing, warehousing and distribution, agri-business
Expected
Development outcomes - subdivision of property for
sale or lease by smaller firms, expansion by existing salt
bagging company, two large lot developments for distribution/multi
modal users.
Outcome
Measurements - This Zone area performance will be
measured by annual reports compiling the following:
- Attraction
of new companies to the former Akzo Nobel salt mine complex,
their investment and employment
- Increased
rail traffic and investment on the Genesee and Wyoming
Railroad
- Jobs
created by expansion or relocation/expansion of existing
companies
- Land
sales/Leases that result in additional investment in site
improvements
- Investments
by companies in land, plant, machinery, equipment, training
or research and development
Both
the Rodgers and Retsof Realty properties in the York zone
area were submitted to site selectors for consideration
for Projects Rebar and Vienna, both manufacturing operations.
The
Town of York convened a meeting with Economic Development
staff to review the Empire Zone program. As a result, rezoning
of the Rodgers property took place. The property owners
also engaged a real estate broker to assist with marketing
the property.
The
G & W Railroad continues to make investment in the rail
line, which bisects this zone area, including the rail car
repair shop in York outside the zone area.
Approximately
26 acres owned by the York Central School District was included
in the 2005 zone application. This property will not benefit
from the Empire Zone program. Removal of this property from
the zone area and inclusion of the Trathen International
should be considered.
To
date, no businesses have located or expanded within this
zone area. The Town has taken a leadership role in building
awareness and municipal cooperation for the Empire Zone.
The Rodgers engaged a professional commercial real estate
broker. Town officials and property owners have been cooperative,
professional and prompt in accommodating site selector requests.
